In June 2018, the provincial Department of Finance and the Department of Science and Technology issued the "Rules for the Management of Special Funds for Local Science and Technology Development Guided by the Central Government of Guangdong Province", and the relevant contents of the rules are interpreted as follows:
1. Background for the formulation of detailed rules
In order to regulate the management of the special fund for local science and technology development guided by the central government of our province (hereinafter referred to as the "special fund")，We will improve the efficiency of the use of special funds，According to the Notice of the Ministry of Science and Technology of the Ministry of Finance on Issuing the "Administrative Measures for the Special Funds of the Central Government to Guide Local Science and Technology Development" (Finance and Education (2016) No. 81，The relevant provisions of the "Administrative Measures"，Combined with the reality of our province，The Provincial Department of Finance and the Provincial Department of Science and Technology have formulated the Rules for the Management of the Special Fund for Local Science and Technology Development Guided by the Central Government of Guangdong Province。
2. Direction of use of funds
According to the Administrative Measures, the special funds support the following four directions of use: (1) the basic conditions and capacity building of local scientific research;(2) Local professional technology innovation platform;(3) local scientific and technological innovation and entrepreneurship service institutions;(4) Demonstration of local science and technology innovation projects。Each year, the provincial Science and Technology Department will combine the key work deployment and arrangement of the provincial Party committee and the provincial government, and select one or two aspects for project solicitation and funding arrangement。
3. Project application process
The special funds shall be managed by the provincial Science and Technology Department。The project management unit (local municipal listed science and technology administrative departments and other relevant units) is responsible for the review of project recommendation, project implementation and the supervision and management of the use of funds。The project application and fund issuance procedures are as follows:
(1) The provincial Department of Science and Technology shall issue the annual project declaration notice according to the relevant requirements of the Ministry of Science and Technology and the Ministry of Finance, and solicit projects externally。The reporting unit shall make the declaration as required, and shall be responsible for the authenticity and legality of the declaration materials submitted by it。The project supervisor shall review and recommend the project according to the requirements of the notice。
(2) The provincial Science and Technology Department shall review the information reported by the project reporting units according to the relevant management measures of the special funds, and the projects meeting the review conditions shall be included in the three-year rolling plan of the special funds (storage).。After reviewing the three-year rolling plan for special funds with the provincial Department of Finance, it shall be submitted to the Ministry of Science and Technology and the Ministry of Finance for review, and a copy shall be sent to the Office of the Financial Inspector of the Ministry of Finance in Guangdong Province。
(3) Within the key tasks and project scope of the three-year rolling plan of the special fund after review, the provincial Science and Technology Department shall organize the project undertaking units supported in the current year to fill in the annual implementation plan of the special fund (regarded as the project contract) and summarize and form the annual implementation plan of the special fund of Guangdong Province。For the funds to be allocated to the enterprise, the provincial Science and Technology Department will publicize them to the society through the official website and other media in accordance with the "Management Measures", and the publicity period will not be less than 7 days。
4. Provisions on fund expenditure
The payment of special funds must be carried out in strict accordance with the relevant provisions on centralized payment by the national Treasury。The general project budget shall not be adjusted in principle after it is submitted to the Ministry of Science and Technology and the Ministry of Finance。The adjustment of project budget accounts, fund settlement methods, and balance fund management shall be implemented in accordance with the relevant policies of provincial financial research project fund management。Units using funds shall handle accounts in accordance with the relevant provisions of the State financial and accounting system, strengthen the management of the use of special funds and consciously accept supervision and inspection。
5. Performance and supervision
After the project is established, the annual implementation plan of the special fund will be used as the basis for project management and performance assessment. Once the record is filed, the relevant implementation subjects, objectives and tasks, performance objectives, fund use, and implementation period shall not be adjusted at will。
According to the actual situation, the provincial science and Technology Department shall supervise and inspect the implementation of the project and the use of special funds by regular inspection, irregular spot inspection or commissioning the local science and technology authorities and financial departments, and the inspection results shall be regarded as one of the important bases for the rolling support of the project。
The Provincial Department of Science and Technology is responsible for organizing the performance evaluation of the implementation of the project, and evaluating the management and use of the special funds together with the provincial Department of Finance。The results of project performance evaluation also serve as an important basis for project rolling support。
The project undertaking unit shall take the initiative to accept the audit and supervision of the financial and audit departments。The relevant responsible subjects of serious violations, disciplinary violations, illegal crimes shall be included in the records of serious dishonesty in scientific research according to procedures。
