　　1. Conditions and standards

　　(1) It shall be registered in Guangdong Province and have the status of an independent legal person;

　　(2) comply with the "small and medium-sized Enterprise classification standard Provisions";

　　(3) The enterprise is not included in the abnormal business list or the list of seriously dishonest subjects，The products (services) provided are not prohibited, restricted or eliminated by the State，At the same time, in the past three years, there have been no major security (including network security, data security), quality, environmental pollution and other accidents, as well as tax evasion and other violations (referred to as compliance operations);

　　(4) Adhere to the principle of enterprise voluntariness and meet the evaluation and identification standards of the declared types of enterprises。

　　2. Organization and implementation

　　(1) Evaluation of innovative small and medium-sized enterprises

　　Enterprises log in to the high-quality smes gradient cultivation platform according to the territorial principle, fill in the innovative smes self-assessment form, upload relevant supporting materials, and complete the self-assessment (no paper materials are required).。

　　(2) Identification of specialized and special new small and medium-sized enterprises

　　According to the provisions of the "Interim Measures", the declaration of specialized and special new smes must be innovative smes。In view of the implementation of the "Interim Measures" for the first time this year, enterprises must carry out self-assessment of innovative smes when declaring specialized and special new smes。Enterprises log in to the high-quality smes gradient cultivation platform according to the territorial principle, and fill in the innovative smes self-assessment form and the application form for specialized and special new smes, upload relevant supporting materials, and complete the self-assessment and application。Paper materials shall be submitted at the same time as required by Attachment 4 (the application form can be downloaded and printed on the cultivation platform). The paper materials should be consistent with the data filled in online。

　　(3) Review of specialized new small and medium-sized enterprises

　　The high-growth smes in Guangdong Province in 2019, which are included in the management of specialized new smes, need to be reviewed in this time。Enterprises log in to the gradient cultivation platform of high-quality smes according to the geographical principle, fill in the application form of specialized and specialized new smes, upload relevant supporting materials, complete the review application, and submit the paper materials of specialized and specialized new smes review (refer to the identification requirements of specialized and specialized new smes).。

　　According to the provisions of the "Interim Measures", the competent department of small and medium-sized enterprises in Shenzhen shall organize the evaluation of innovative small and medium-sized enterprises, the identification and review of specialized new small and medium-sized enterprises, and the relevant results shall be reported to the Provincial Department of Industry and Information Technology in a timely manner。

　　3. Job requirements

　　(1) This year is the first time for the Interim Measures and the Implementation Plan to be implemented，The competent departments of listed small and medium-sized enterprises at all levels should attach great importance to it，Strengthen policy research，Step up publicity and implementation，Ensure that companies understand the reporting requirements，Extensively mobilize enterprises to declare，Form scale advantage，To promote the province's industrial base of advanced, industrial chain modernization，We will make greater contributions to the high-quality development of the manufacturing industry。

　　(2) The competent authorities of listed small and medium-sized enterprises at all local levels should conscientiously perform their duties, adhere to the conditions and standards, strictly review and check, and ensure the quality of declaration。Local authorities of listed smes are requested to submit the recommendation letter and summary form of innovative smes (Annex 1) to the Provincial Department of Industry and Information Technology before October 10;The recommendation letter and summary form (Annex 2, 3) for the identification (review) of specialized and special new small and medium-sized enterprises shall be submitted to the Provincial Department of Industry and Information Technology before October 21。
